Boot Console to NTSC or PAL

The ARCH Linux 2.6.35 SD card I got with my OLINUXINO Mini boots up with a console showing on the TV out ok, but it defaults to PAL.  I've been searching the Internet all over to try to figure out how to config it to NTSC.  I was able to do it from the console using

fbset -g 720 480 720 480 32 -t 36075 64 64 32 32 40 3

(though not exactly sure if all the parms in -t are correct), it does show up on an NTSC monitor.

Wondering how to set it to boot to NTSC by default and if this can be changed by setting some config file and rebooting since the device I'm working on needs to be able to work anywhere in the world and I need to let the user set it to PAL or NTSC.
