PIC-USB-STK Configuration bit issue?

I just purchased the PIC-USB-STK board and am having some issues getting it to work properly with the PICKit3 and MPLAB XC8 V1.32.  I set the config bits and loaded up a Blinky program to get started.  Unfortunately, the program only runs if the PICKit3 is disconnected.  Strangely, if I press button B1, my LED1 stops flashing even though the button isn't written into the code.  If I hold down the button, the led starts flashing again.  I turned off the reset button in the configuration bits but I'm really stumped with this one.  Here is my code:

Oh, and if I leave the PICKit3 connected to the target, the micro-controller sticks.
