I have bought a OLIMEX TMS320-XDS100-V3 in order to program software on my PCB board equipped with TI C5505 DSP.
I connected T1_JTAG_14 to my board. I'm using CCS v6 in order to program my device, with XDS100V3 set as programmer.
When I verify connection, I reach the error message:

The controller has detected a target power loss.
The user must turn-on or connect the power supply for the target.

Hey, I have few ideas:
1. How do you power your target?
Olimex TMS320-XDS100-V3 can't power the target.
2. Did you connect TVD to VCC?
If TVD is not connected to VCC, you get the same lack of power error. This is also mentioned here:

3. Is ARM_JTAG_E jumper open? Make sure that it is open when you use the TI_JTAG_14 connector.
4. If the problem persists, upload some photos and schematics around the JTAG connector. Maybe some wrong connections are established and we can spot them.
