Most likely that the reason is if you have a repo, people expect the updates to be merged into it and then the hardware updated. That creates cost and version disparity.Introducing that change means adding it to the documentation, but then you get people asking why their board isn't reacting to that command or, if they figure out it's because of the version, why their board didn't come with the latest one.
