I got it form allwinner.
now I have uploaded it to 115.com.
you can download A13_SDK.iso
It includes two files in ISO. it is:
android4.0_a13_v2.0.tar.gz , lichee_a13_v2.0.tar.gz

you need register it.
I had same problem yestarday.
Google docs gave me a message like that:
"You can not view or download this file now.
Many users have viewed or downloaded this file recently. Try accessing the file again later. If the file you are trying to access is particularly large or is shared with many people, it can take up to 24 hours so you can view or download the file. If you still can not access the file after 24 hours, please contact your domain administrator."
But today I tried again and got download the image.

if somebody have idea where to host 2GB file which probably hundreds of people try to download each day let me know or just host it ;)
I also got that message in days. I can download it in night, but only download to about 300~400MB.

I got donwload the file sun5i_android_a13-evb800x600_VGA_EN_SD.img, and its size is about 228MB.
I didn't test it yet, but this is the size showed at google doc page when I started the download.
Different file I think.

op ask for the A13-SDK not the generated android image, the SDK is 2.3 GB file
Maybe someone with good connection could upload it at some cloud storage, like dropbox or the new mega.co.nz.

I wasn't helped very well, but I was able to finally download the file. I've signed up for a Mega account where I plan on keeping all of my bigger image files for my development boards.

I've set it to let 6 people simultaneously download, but I'm not sure what happens when the limit is reached. If anybody has any issues getting it working from Mega, let me know and I'll see if I can contact them.
