Can the A13 support UVC(USB Video Class) in OTG port and Host port ?

As long as the device does not draw too much current, the UVC devices should work - this is not a hardware (A13) problem, just a matter of drivers. I'm not sure if the default Debian image supports them, but if not, you can always build a custom kernel.
